Citizens need clarity on Europe’s challenges

A cocktail of insecurity, misinformation and mistrust imperil Europe’s future. Reliable, accessible data are at a premium.

Europe faces a winter of uncertainty and potentially discontent. The cost of living is rising rapidly and the spectre of recession looms.

Economic concerns are affecting citizens’ trust in institutions. Research by Eurofound has indicated a decrease in trust in national institutions across the European Union – including in governments, healthcare systems and the police.

The spread of misinformation on social media, as well as increased isolation during the COVID-19 pandemic, may also be driving declining trust. The research indicates that trust in institutions is lower when social media are a primary news source.

The economic challenges Europeans are facing, and those to come in the months ahead, may provide a catalyst for still further misinformation. This would make a difficult situation worse, sowing seeds of despair among the most vulnerable.

Era of uncertainty

Indeed, there is evidence of this emerging in Eurofound’s recent work. The fifth round of its Living, working and COVID-19 online survey presents a retrospective overview of responses from more than 200,000 people across the EU since the beginning of the pandemic – addressing well-being, health and safety, work and telework, trust, work–life balance, and the financial situation of citizens. The Agency’s European Working Conditions Telephone Survey 2021 (EWCTS 2021), meanwhile, is a high-quality, probability-based survey analysing the working conditions of 70,000 people in 2021.

The latest results of the Living, working and COVID-19 e-survey reveal the toll of the new era of uncertainty. They represent a clear call to action to improve trust, engage with citizens who feel marginalised and cover the basic needs of those feeling the pressures of inflation and social change.

These challenges do not stop at the borders of the EU and indeed are often more acute beyond. A new analysis of the survey compares 10 neighbouring countries. Respondents there also report struggles with the cost of living and an alarmingly high risk of depression, particularly among the younger population.

Widespread feelings of social exclusion among younger respondents are very evident in the EU (28%) and in the neighbouring countries (41%), with many expressing fears about their financial and employment situation. This reflects the lasting effects of the pandemic, painting a bleak picture across Europe and highlighting the need for further policy attention, especially towards youth.

Reeling from the pandemic

Workers in Europe are still reeling from the pandemic, which often brought significant changes in working conditions and vastly diverging working experiences. These are documented in the EWCTS 2021 overview report Working conditions in the time of COVID-19: Implications for the future, which reports 49% frequently working at high speed and 48% to tight deadlines – in effect, half of the respondents. In addition, 19% of workers reported that their job frequently involved them in emotionally disturbing situations.

Of particular concern is that, while those working from home fared comparatively well during the pandemic over a range of employment and working-conditions indicators, frontline workers were more likely to say they did not receive the recognition they deserved for their work. [1] This despite the pandemic revealing the vital importance of these workers to Europe’s economy and social cohesion and the widespread public support for essential workers during this time.

In addition to new and emerging working life issues, this survey points to longstanding challenges for the EU’s workforce that require policy attention. They include lack of decent and predictable earnings for vulnerable groups, widespread health problems, long working hours and work–life conflicts. Around 30% of workers are in strained, poor-quality jobs, where the negative aspects of work outweigh the positive. Progress on these issues will be critical to developing more inclusive labour markets and managing the EU’s demographic transition.

Making data accessible

These different data allow us to understand better how workers and citizens are experiencing the crises that continue to affect and disrupt our lives; they allow policymakers to take stock of the emerging issues and use evidence-based analysis to inform decisions promoting a fair and inclusive society – one that truly seeks to leave no-one behind.

But equally in the context of today’s climate of disinformation and distrust, which stokes fear and confusion, the need to make solid, robust data and findings accessible to citizens seeking to respond effectively to these emerging issues and navigate this new world has never been more important. Mary McCaughey is Head of Information and Communication in Eurofound. A graduate of Trinity College, Dublin and the College of Europe, Bruges, she started work in Brussels with Europolitics and the Wall Street Journal Europe. She worked with the Association of European Parliamentarians with Africa (AWEPA) in South Africa during the country’s transition to democracy, and in 1998 she took up the post of spokesperson with the Delegation of the European Union in Pretoria, heading up its press and information department during the negotiation of the EU–South Africa free trade agreement. Following the end of the Kosovo War, she worked as a communications consultant for the European Agency for Reconstruction in Serbia. She took up the post of Editor-in-Chief in Eurofound in 2003.

Living, working and COVID-19 in the European Union and 10 EU neighbouring countries

The Living, working and COVID-19 survey, first launched by Eurofound in early 2020, aims to capture the wide-ranging impact of the pandemic on the work and lives of EU citizens. The fifth round of the Eurofound survey, which was implemented in spring 2022, also sheds light on a new uncertain reality caused by the war in Ukraine, record-high inflation and sharp rises in the cost of living. As a pilot survey, a shorter version of the questionnaire was fielded by the European Training Foundation (ETF) in 10 European Union (EU) neighbouring countries. This joint Eurofound-ETF factsheet presents a selection of results from the survey covering both the EU-27 and the 10 selected EU neighbouring countries.
The results reveal at least one clear commonality across respondents from all countries: serious concerns about the rising cost of living. At the same time, the results point to a large divergence in living and working conditions between respondents in the two groups of countries, but also show large differences within the EU itself and amongst the selected EU neighbouring countries.

Working conditions in the time of COVID-19: Implications for the future

The strict public health restrictions implemented by governments in 2020 to control the COVID-19 pandemic abruptly changed working life and continued to shape it over the two years that followed. Between March and November 2021, over 70,000 interviews were carried out in 36 countries by the European Working Conditions Telephone Survey (EWCTS), a high-quality probability-based survey. The aim was to provide a detailed picture of the working lives of Europeans in that exceptional time.

The report documents the working conditions of Europeans in 2021. It examines variation in job quality and identifies its positive association with well-being, health, work engagement and the financial sustainability of work. It highlights the divergences in the experiences of workers depending on workers’ own attributes and their place in the workforce. From this analysis, the report aims to derive lessons for the future, particularly in relation to the enduring marks on how we work and the implications for work organisation, the quality of work, and the interaction between work and private life.

Maintaining trust during the COVID-19 pandemic

The report examines how citizens’ trust in institutions – including national governments, the EU, science and the media – evolved during the COVID-19 pandemic in 2020 and 2021. The role of the media is analysed, in particular the relationship between the use of social media and trust and the impact of misinformation (incorrect or misleading information) and disinformation (deliberately deceptive information) during the crisis period. Based on an extensive literature review, the report describes the consequences of COVID-19 policy measures, with a focus on citizens’ trust in their national institutions and in the EU. The report outlines the dynamics of trust and discontent in the context of the pandemic, including the influence of the vaccination roll-out.
