Markus Grimmeisen

Head of Unit

Markus Grimmeisen is Head of Resources at Eurofound since July 2018. In addition, he is the Secretary to the Management Board and its Executive Board. He joined the Agency in 2006 as Head of Administration and Finance. From March 2015 to February 2016, he chaired the Network of Heads of Administration of the more than 40 EU Agencies. From 2006 to 2016, he was Eurofound’s Data Protection Officer. Previous to joining Eurofound, he worked as Vice-President Finance and Administration for Bosch Power Tools (China). A former graduate in Business Administration from the University of Stuttgart, he obtained his PhD in 1997 and joined Robert Bosch Group the same year. There he held various expert and management positions in the area of internal accounting and financial controlling.

Kewin Kubryk

Head of Information and Communication Technologies

Kewin Kubryk is Head of Information and Communication Technologies (ICT) at Eurofound since June 2024. In this role, he manages the work of the ICT sector and has overall responsibility for the development and implementation of the ICT strategy, the establishment and implementation of the cybersecurity framework, as well as the digital transformation and technological innovation of the Agency. Prior to joining Eurofound, he worked as an IT consultant in the private sector in France and Canada from 1999 to 2007. From 2007 to 2016 he worked for the United Nations in Germany, and in 2016 he joined Europol in the Netherlands where he managed teams in the ICT operations unit. A graduate in computer science from Telecom SudParis, he has also completed a Master's degree in Information Systems and Signal Theory.

Frank van Boven

Head of Human Resources

Frank van Boven is Head of Human Resources at Eurofound since July 2018. In October 2015, he started working at Eurofound as HR Development Manager. Prior to that, he worked as manager of the EFSA Academy at the European Food Safety Authority in Italy and in the Dutch public administration. For almost 10 years, he served in advisory and managerial roles in the Dutch Ministry of Economic Affairs and the Ministry of Foreign Affairs. His main areas of interest are organisational and talent development. From 2015 to 2018, he was chair of the Inter-Agency Competency Framework working group tasked with delivering a comprehensive framework and toolkit applicable to all EU agencies. Frank graduated with a Bachelor of Education in Economics at Rotterdam University of Applied Sciences, followed by postgraduate studies in Human Resources Management, Change Management and International Relations.
