This seminar took place in the Basque country in Donostia/San Sebastian, Spain, on 28 November 2016.

Over two days, 35 participants from 15 European regions explored how a smart specialisation strategy can evolve by utilising skills existing in a region and how these skills can be developed by mobilising a broad range of regional actors, including companies. After an introduction to the concept of smart specialisation, the seminar focused on the exchange of experiences related to the regional policy making process regarding skills development, explored the cooperation of policy makers with formal training providers and private companies, and finally looked at education and training initatives at firm level. The seminar also included a study visit to Tknika, an organisation working at the forefront of advanced vocational training.

​The Regional Industrial Policy Seminars are part of the pilot project The Future of Manufacturing in Europe, an EU-financed project which has been delegated to Eurofound. The aim of these seminars is to investigate the role of regional actors and policies promoting employment in light of the very significant economic and technological challenges and opportunities for manufacturing in Europe.
