Foundation Forum 2025: Europe’s social model – the key to competitive growth

On 19–20 November 2025, Eurofound is organising its 8th Foundation Forum at IMMA Venues. It is the agency’s quadrennial high-level flagship event which has been running for the past 20 years and is organised in cooperation with the Irish Government. The plenary sessions will be livestreamed on the Eurofound website, with the full event available online after the Forum.

Based on case studies and on data from the European Working Conditions Survey (EWCS) 2024, it examines how hybrid work is being managed in organisations and profiles important consequences for workers who have a hybrid working arrangement.

Digitalisation of social protection

This report focuses on the digitalisation of front- and back-office processes in monetary social benefits. In 10 EU Member States and Norway, a digital application is possible for all, or all but one, of the nine benefits investigated. In at least five Member States, paper applications have been discontinued for some of the benefits.

Housing

Access to affordable and adequate housing is a major concern in many Member States, in their cities and regions, compounded by the crises of recent years. People facing housing affordability problems are at risk of exclusion, insecurity about having to leave one’s home, being unable to afford other things due to high housing costs and having to remain in housing unsuitable for their needs. With rising living costs comes exposure to energy poverty for lower-income families who are unable to afford keeping their homes adequately warm or to meet rent or mortgage payments. At the same time, homelessness is on the rise in a large majority of Member States.
